RE: RE: Brief for the Standing Committee on Public Safety and National Security: the plan that subsection 6(1) of the Emergency Management Act requires, and the National Risk Profile without the word war

Hello,

The supplement of 4 October 2026 follows without hyperlinks, for translation, distribution to the members and posting with the brief of 30 August 2026.

SUPPLEMENT TO THE BRIEF OF 30 AUGUST 2026

This supplements the document of 30 August 2026, which is before the members. On 30 September 2026 it was entered as a brief to the study on strengthening national emergency preparedness in Canada. It adds 2 documents that the brief did not contain.

First, the National Risk Profile names the hazards of its next round: extreme heat events, hurricanes and space weather events. It names the further hazards it will evaluate: avalanches, drought, permafrost degradation, industrial chemical spills, acts of terrorism and cyber-attacks. War and armed conflict are not among them, although paragraph 6(2)(d) of the Emergency Management Act requires every emergency management plan to provide for them.

Second, on 17 September 2026 the Department of National Defence answered a request for that plan, file A-2026-01154. The Department neither confirms nor denies that the plan exists.

The question for the Minister of Public Safety has two parts. Which policy under paragraph 4(1)(a) requires government institutions to provide for war in their plans? On what date will the National Risk Profile assess war?

Respectfully,
Danilo Dzyuban

Danilo Dzyuban,
Thank you for sending me the supplementary document.
However, as it contains hyperlinks, and I cannot distribute a document which contains hyperlinks as we cannot ensure that the content of the sites is bilingual. Could you please resubmit this document without the links? Then we will be able to have your document translated, distributed to the members of the committee, and posted on the committee’s web page.
Regards,

Thank you for sending us the revised version of your document below. We have sent it for translation. One we have the translation; we will distribute it to the members and post it on the web page devoted to the study.
The date that they are posted on the website will appear online next to the link to the documents. Due to the ongoing workload of the committee, it is not our practice to inform stakeholders when their briefs documents are posted on the SECU website. I invite you to regularly consult the website to verify that your documents are there.
