Mexico in the defence of Canada: a study under Standing Order 108(2).

RE: To every member of the Standing Committee on National Defence — the one neighbour Canada has not asked
Hello,
This goes to every member of the committee, including the two Vice-Chairs appointed since my letter of 17 September 2026. It adds one question to the brief that is before the members.
The Globe and Mail reported on 20 January 2026 that the Canadian Armed Forces had built a conceptual framework for a military attack by the United States. On 24 September 2026 the Prime Minister called that case an extreme tail risk that it would be irresponsible not to examine. On the same day the Minister of National Defence said that this is the kind of detail the government would not get into.
Canada has one other neighbour on this continent. Mexico lost half of its territory to the United States in 1848. Mexico sits with Canada in the North American Defence Ministerial and in the Canada-United States-Mexico Agreement. On 18 September 2025 the Prime Minister and the President of Mexico signed a Comprehensive Strategic Partnership and an Action Plan for 2025 to 2028. Its security pillar covers organized crime, fentanyl and cybersecurity. It contains no defence commitment of any kind.
The numbers are public. Canada has about 63,500 Regular Force members and 23,000 reservists. Mexico has about 277,000 active personnel and 120,000 in its National Guard. The United States had 1,285,084 active personnel on 30 September 2025. Together, Canada and Mexico field fewer than two fifths of that. Neither can face the United States alone, and the government has not asked whether they could stand together.
On 6 October 2026 I filed requests under the Access to Information Act with National Defence, the Privy Council Office and Global Affairs Canada for every record in which the Government of Canada assessed what support it could expect from Mexico. The answers will be published at https://dzyuban.com/interference/canada/national-defence/
The question for the members is one sentence. Has the Minister of National Defence, since 20 January 2025, raised the defence of Canada with the Government of Mexico, and on what date?
The committee holds the power to study any matter within its mandate under Standing Order 108(2). A study of Canada's partners on this continent in the case of coercion by the United States is within it. Move it.
Confirm in writing by 21 October 2026 that this letter has been placed before the members, and give the date.
Respectfully,
Danilo Dzyuban
