Correspondence for the Committee: RCMP "F" Division, White Butte Detachment, 6 May 2026, a member drove a police vehicle at a man at prayer and reported "perhaps mental health issues" to CBSA. Danilo Dzyuban
Hello,
Distribute this letter to the members of the Committee.
On 6 May 2026 a member of the RCMP White Butte Detachment, Saskatchewan, drove a police vehicle at me while I was praying in a business parking lot in White Butte. She stopped in front of me, asked whether I was impaired, questioned me about drugs and took my name and date of birth. No offence was alleged. On 16 May 2026 the same member told the Canada Border Services Agency that I was "doing some unusual behaviour", that she "originally thought he was impaired by substances" and that it was "perhaps mental health issues". She reported my religion. She gave CBSA a statutory declaration, which CBSA "added to both GCMS and NCMS as he will likely be arrested in another province". On 20 May 2026 CBSA issued a warrant for my arrest. I hold the CBSA note, released to me on 24 September 2026 under Privacy Act file P-2026-40785.
The contact is before the Civilian Review and Complaints Commission under section 45.53 of the RCMP Act, before the Canadian Human Rights Commission under sections 5 and 14 of the Canadian Human Rights Act, and before the RCMP Access to Information and Privacy Branch under section 12 of the Privacy Act, all filed on 24 September 2026. Letters went to the Officer in Charge, White Butte Detachment, to the Commanding Officer, "F" Division, to the Minister of Public Safety and to the Minister of Community Safety of Saskatchewan.
Put 3 questions to the Commissioner of the RCMP and to the Chairperson of the Civilian Review and Complaints Commission at their next appearance before the Committee:
1. Under what policy does a member stop, identify and assess for impairment a person at prayer against whom no offence is alleged?
2. Under what authority does a member give the Canada Border Services Agency an opinion on a person's mental health and a statutory declaration predicting arrest, 10 days after closing her own file?
3. How many statutory declarations by RCMP members went to CBSA in 2025 and in 2026 predicting a person's arrest, and how many were followed by a warrant?Confirm by 9 October 2026 that this letter was distributed to the members, with the date of distribution.
Respectfully,
Danilo Dzyuban
