Government of Saskatchewan, Minister of Community Safety
Four questions: the priorities set for the RCMP, any instruction on religion, the official responsible.
The letter ·
Provincial Police Service, White Butte Detachment, 6 May 2026: a member drove a police vehicle at a man at prayer and reported "perhaps mental health issues" to CBSA. Danilo Dzyuban
Hello,
The Province pays for the Provincial Police Service under the Provincial Police Service Agreement and sets its objectives, priorities and goals. This letter puts one act of that service before the Minister.
On 6 May 2026 a member of the White Butte Detachment drove a police vehicle at me while I was praying in a business parking lot in White Butte. She stopped in front of me, asked whether I was impaired, questioned me about drugs and took my name and date of birth. No offence was alleged. On 16 May 2026 the same member told the Canada Border Services Agency that I was "doing some unusual behaviour", that she "originally thought he was impaired by substances" and that it was "perhaps mental health issues". She reported my religion. She gave CBSA a statutory declaration, which CBSA "added to both GCMS and NCMS as he will likely be arrested in another province". On 20 May 2026 CBSA issued a warrant for my arrest. I hold the CBSA note, released to me on 24 September 2026 under Privacy Act file P-2026-40785.
The contact is before the Civilian Review and Complaints Commission under section 45.53 of the RCMP Act, before the Canadian Human Rights Commission under sections 5 and 14 of the Canadian Human Rights Act, and before the RCMP Access to Information and Privacy Branch under section 12 of the Privacy Act, all filed on 24 September 2026. A preservation demand went to the Officer in Charge, White Butte Detachment, and a letter went to the Commanding Officer, "F" Division, on 24 September 2026.
Send me the following by 9 October 2026:
1. Whether the objectives, priorities and goals set by the Province for the Provincial Police Service, in force on 6 May 2026, permit a stop, an identification demand and an impairment assessment of a person at prayer against whom no offence is alleged. Cite the document.
2. Whether the Province has instructed the Commanding Officer on the recording of a person's religion during a street check. Send the instruction, or state in writing that none exists.
3. The name and title of the official in the Ministry responsible for oversight of the Provincial Police Service under the Agreement, and the date on which this letter was placed before that official.
4. Whether the Ministry will raise the contact of 6 May 2026 with the Commanding Officer under the Agreement, and the date on which it does so.Silence by 9 October 2026 goes to the Contract Management Committee under the Agreement, to the Opposition critic for policing in the Legislative Assembly with this letter attached, and to the Civilian Review and Complaints Commission as conduct after the complaint.
Respectfully,
Danilo Dzyuban
