Request under the Access to Information Act — records concerning the guidance of 3 May 2023 on Part V of the Seeds Regulations and the guidance of 3 May 2024 on novel feeds

Hello,

I make this request under section 6 of the Access to Information Act. I am a Canadian resident and I request access to the following records held by the Canadian Food Inspection Agency.

1. All correspondence between the Agency and CropLife Canada, Seeds Canada, or any other industry association, concerning the guidance for determining whether a plant is subject to Part V of the Seeds Regulations, dated between 1 January 2022 and 3 May 2023.

2. All records of meetings on that guidance held between Agency officials and those associations in the same period, including agendas, minutes, presentation decks and attendance lists.

3. All records of meetings on that guidance held between Agency officials and organic sector organizations or farmer organizations in the same period, in the same form.

4. The complete list of gene-edited plant varieties entered in any Agency transparency database or equivalent register since 3 May 2023, together with the date of each entry.

5. All records assessing the effect of the guidance of 3 May 2023 and the guidance of 3 May 2024 on Canadian exports to jurisdictions that require traceability or mandatory labelling of genetically engineered products.

6. All records concerning contamination of organic production by gene-edited plant varieties reported to the Agency since 3 May 2023.

I request the records in electronic format.

Fees. I am without income and I am unable to pay the application fee. I request a waiver of the fee under subsection 11(6) of the Access to Information Act. The records sought concern seed and feed entering the food supply of every resident of Canada, and the public benefit of their release is direct. If the waiver is refused, I ask to be advised in writing of the refusal, the reason for it, and the method of payment, and I will pay the 5.00 dollar fee.

I require registration of this request on the date of its receipt. Where the Agency holds no record answering any numbered item above, I require a written statement to that effect for that item.

A refusal to register this request until a fee is paid, an absence of a file number, or an absence of a decision on the waiver request will be placed before the Information Commissioner of Canada.

Respectfully,
