RE: RCMP Complaint — White Butte Detachment, 6 May 2026: the 4 questions of 25 September 2026

Hello,

The letter of the Ministry of 5 October 2026 answers none of the 4 questions of my letter of 25 September 2026. It states that the Ministry sets policing priorities and objectives at a provincial level and does not direct or oversee individual investigations, enforcement decisions or interactions.

None of the 4 questions asks the Ministry to direct an investigation or to enter the review of the Civilian Review and Complaints Commission. Questions 1 and 2 ask what the Province itself has set: its objectives, priorities and goals in force on 6 May 2026, and any instruction on recording the religion of a person during a street check. Only the Ministry holds those answers.

The Agreement and the Act give the Minister the powers this matter needs. Under article 7.1 of the Provincial Police Service Agreement, the Commanding Officer acts under the direction of the Provincial Minister in aiding the administration of justice in the Province. Under article 7.2(d), the Commanding Officer provides the information the Provincial Minister requests. Under article 7.2(e), the Commanding Officer provides the Provincial Minister each month with the particulars of new and outstanding complaints made against the Service by members of the public. Article 6.4 states that nothing in the Agreement limits the jurisdiction of the Province in the administration of justice. Section 18 of The Police Act, 1990 requires the Minister to promote adequate and effective policing and the improvement of police relationships with communities in Saskatchewan.

WHAT I REQUIRE, BY 19 OCTOBER 2026.
1. The answers to questions 1 and 2 of 25 September 2026, each citing the document.
2. Whether the complaint of 24 September 2026 appears in the monthly particulars under article 7.2(e), and in which month.
3. Whether the Minister will request information on the contact of 6 May 2026 under article 7.2(d), and the date of that request.
4. If the Ministry declines items 2 and 3, the provision of The Police Act, 1990 or of the Agreement under which it declines.
5. The date on which my letter of 25 September 2026 was placed before the Director of Policing and Investigative Services.

If 19 October 2026 passes without these answers, the file goes to the Ombudsman Saskatchewan as a complaint about the administration of the Ministry.
