Re: RE: RE: Supplement to my brief of 29 August — the Emergency Management Act requires a plan for war, and none appears to exist

Hello,

This supplements the brief of 29 August 2026 and its supplement of 30 August 2026, published on the committee's website since 8 September 2026, which are before the members. One document has entered the record since they were filed.

Paragraph 6(2)(d) of the Emergency Management Act requires a plan for the case of war or other armed conflict. On 17 September 2026 the Department of National Defence answered a request for that plan, file A-2026-01154. The Department neither confirms nor denies that the plan exists. It gives the same answer on the register of risks under subsection 6(1) and on exercises under paragraph 6(1)(c). On 24 September 2026, asked about planning for United States military action against Canada, the Minister of National Defence said: "The prime minister also indicated that that's the kind of detail that we would not get into."

The statute, the facts with their sources, and the finding are published at https://dzyuban.com/interference/canada/national-defence/

The committee holds the power to send for papers and records under Standing Order 108(1)(a). The question for the members is one sentence. Does a plan under paragraph 6(2)(d) exist, and on what date was it approved? Existence and date disclose no operational content.

Confirm in writing by 18 October 2026 that this supplement has been circulated to the members, and give the date of circulation. Without that confirmation the matter goes to the Chair and the Vice-Chairs of the committee directly.
