Cameras needed: drivers do not stop at the pedestrian crossover at the St. Joseph Boulevard / Jeanne-d'Arc Boulevard South roundabout

Hello,

The pedestrian crossover at the roundabout of St. Joseph Boulevard and Jeanne-d'Arc Boulevard South, Orleans, Ward 2, does not protect pedestrians. I cross there every day.

On 2 October 2026 I pressed the crossing button, the flashing beacons came on, and I walked onto the roadway. When I was halfway across, a vehicle came out of the roundabout at full speed and drove through the crossover with the beacons flashing, without stopping. Had I kept walking, it would have hit me. This has happened to me several times at this crossover.

Section 140(1) of the Highway Traffic Act, R.S.O. 1990, c. H.8, obliges the driver to stop before entering the crossover and not to proceed until the pedestrian is no longer on the roadway. The flashing beacons already installed at this crossover do not make drivers stop.

Do the following:
1. Install cameras at this crossover: designate the location a community safety zone and place an Automated Speed Enforcement camera on the approach from the roundabout, and install a traffic camera that records every vehicle passing through the crossover.
2. Send me the service request number and the date on which the cameras will be in place.
3. Refer the location to the Ottawa Police Service for regular patrols and enforcement at the crossover, now and after the cameras are in place.
4. Answer in writing by 16 October 2026.
