Re: Written testimony — federal bodies bear no cost for departing from their own published standards
Hello,
On 8 September 2026 the Clerk of the Standing Committee on Government Operations and Estimates answered on the parallel brief. That committee will get it translated and distributed to members and posted online. On 9 September the Clerk wrote that whether I am invited to appear on that study is for the members of that committee to decide.
I submitted written testimony to this committee on 29 August, and no receipt has come back.
The testimony asks the committee to do 3 things. Establish whether compliance by federal bodies with their own published service standards is measured by any body outside those departments. Require the Treasury Board Secretariat to name the route a member of the public takes today to report a broken service standard. Require it to state what happens to such a report. Report whether the absence of outside measurement of that compliance is a gap in the oversight of spending.
Since 29 August the registry has been published, at http://dzyuban.com/registry It holds 4 defects recorded for 4 federal bodies, each scored against published criteria, with the evidence and the arithmetic on the page. 3 of them are departures from the 30-day period in the Access to Information Act, recorded for 3 separate departments in a single week. The fourth is the federal contract register, where the sum of the published rows overstates the real total by 102 per cent.
Confirm receipt of the testimony. State whether the committee will put the Treasury Board question. If the committee does not put it, I will put it to the Secretariat myself. The answer then goes to the Standing Committee on Government Operations and Estimates, which already holds the brief.
Respectfully,
Danilo Dzyuban

RE: Written testimony — federal bodies bear no cost for departing from their own published standards
Hello,
Yes. Publish the submission of 29 August 2026 as a written brief under the committee's general order of reference. Translate it, circulate it to the members in both official languages and post it on the committee's page without the address and email lines.
My message of 29 September 2026 goes with it as a supplement to the same brief. It adds the registry published after 29 August 2026, at dzyuban.com/registry.
The question to the Treasury Board Secretariat I put to the Secretariat myself. Its answer comes to the committee as a second supplement.
Confirm in writing by 15 October 2026 the date of circulation to the members and the date of publication. Without that confirmation, the matter goes to the Chair of the Committee.
Respectfully,
Danilo Dzyuban

Good morning,
Thank you for your e-mail. Please specify how you would like this submission to be handled. If you would like the submission to be published as a written brief under the committee’s general order of reference<https://sencanada.ca/en/Content/SEN/Committee/451/NFFN/NFFN-SS-1-e>, please let me know. In this case, the brief will be translated, circulated to committee members in both official languages, and published online as a written brief.
Please note that I am not able to direct the committee to communicate with any federal body, including the Treasury Board Secretariat. I am only able to share communications with the committee in cases where they are directly related to an active order of reference<https://sencanada.ca/en/committees/NFFN/studiesandbills/45-1> (that is, a study) held by the committee. If you wish to advocate to committee members that they take a certain action, please e-mail members of the committee<https://sencanada.ca/en/committees/NFFN/45-1#cmt-members> directly.
Thank you for your interest in the work of the Standing Senate Committee on National Finance.
Best,
