Brief on Bill C-31, Part 4, Division 14: Territorial Lands Act, new section 12.1, "national interest" in Nunavut

The brief follows below. It concerns clause 286 of Bill C-31, which adds section 12.1 to the Territorial Lands Act. Section 12.1 lets the Governor in Council cancel and freeze mineral rights in Nunavut "in the national interest".
The brief sets out the record of the national interest in the Kivalliq region as the Government of Canada has written it since 2010, one amendment to section 12.1 and one observation for the report.
Distribute the brief to the members of the Committee before the report on Division 14 is adopted.
Confirm in writing, by 6 October 2026, the date of distribution to the members and the date of publication on the page of the Committee.
