To the Vice-Chair of the Standing Committee on National Defence — an instrument, a question and a signature

Hello,

On 22 September 2026 you joined the Standing Committee on National Defence, and on 24 September 2026 you became its Vice-Chair. You also sit on its Subcommittee on Agenda and Procedure. I do not live in your riding. This letter asks for acts open to any member of that committee.

A brief for the study Arctic Transformation has been with the committee since 29 August 2026. It asks which instrument obliges any state to defend Canada against nuclear attack. On 17 September 2026 the 12 members then on the committee were asked in writing for 3 acts on that question. 1 answered, and the answer took up none of the 3.

On 17 September 2026 National Defence answered 3 access requests, 14 items in all, with the same 46 words. It will neither confirm nor deny that any record exists. 3 complaints are before the Information Commissioner. On 23 September 2026 the Prime Minister told The New York Times he had prepared for the "extreme tail risk" of American military action against Canada. On 25 September 2026 the Government announced a non-binding term sheet toward 6 GlobalEye airborne early warning aircraft, for "detecting and deterring threats across the Arctic and beyond". National Defence still will not say whether it holds 1 record of the allied guarantee against nuclear attack.

3 acts are open to you, and each takes a yes or a no.

Move in the Subcommittee on Agenda and Procedure, then in committee, that National Defence table that instrument.

Put a written question on the Order Paper under Standing Order 39. It asks for that instrument by name, and for any plan for armed attack on Canada prepared under subsection 6(1) of the Emergency Management Act.

Sponsor the electronic petition under Standing Order 36. The House states that sponsorship is not endorsement. The petition asks for a deterrent under Canadian control, a plan within 6 months and a monthly statement naming the guarantee Canada relies on.

The finding, with the Department's letters and the statutes as captured, is at https://dzyuban.com/legal/findings/nuclear-guarantee-no-record/.

Answer by 8 October 2026, in either official language. A refusal in writing is an answer and is recorded as one. Silence is recorded as silence, under your name and riding, beside the answers of the 12 members asked on 17 September 2026.

Respectfully,
Danilo Dzyuban
