Human Rights Legal Support Centre
A refusal of a written channel is a refusal of service: two policies with dates and the names of those who approved them.

Re: Re: RE: Re: HRLSC Portal Intake
Hello, John
Your message of 1 September 2026 makes written service conditional on a Code-related reason and says that without one I am expected to use the telephone. That is a refusal of service in writing, and it is now the document that governs this file.
The record stands as follows. On 17 August 2026 the Centre asked me to telephone. On 17 August, 25 August and 29 August I answered in writing. The Centre answered in writing on 25 August and again on 1 September, so the Centre communicates in writing when it chooses to. It withholds that channel from a client who has not disclosed a personal characteristic to obtain it. A person who applies to the Tribunal owes the Centre no diagnosis and no reason for the channel he uses. Section 45.13 of the Human Rights Code sets out the Centre's functions, and none of them is conditional on speech.
I am self-represented in 4 applications before the Tribunal, 2026-68457-I, 2026-68461-I, 2026-68772-I and 2026-68783-I. Two intakes are open at the Centre, I-2026-006521 and I-2026-006601. Since 17 August the Centre has produced no name, no advice on the record and no decision on either intake.
Produce 3 things by 6 October 2026. The written policy under which the Centre conditions written communication on a Code-related reason, with the date it was adopted and the name and position of the person who approved it. The written policy under which the Centre withholds the names of its Human Rights Advisors from the clients they serve, with the same particulars. A written statement, for each of the 2 intakes, that the Centre acts for me or that it refuses to.
On 7 October 2026 this thread goes to the Ombudsman of Ontario, whose office holds an open file on my Ontario Works matter, and to the Attorney General as the minister responsible for the Centre. The thread also goes into the Tribunal files above as the record of the legal support that was available to the applicant.
Respectfully,
Danilo Dzyuban
