A drafted e-petition that the system will not store without 5 supporters

Hello,

This concerns the electronic petition system of the House of Commons and 1 requirement inside it.

An account was created on 6 September 2026 and confirmed the same day. The petition is drafted and entered on the form. That is the text, the 5 preambular statements, the 3 calls upon the Government, the sponsoring Member and the 120 day signature period.

The form will not save. It will not save even as a draft. The system returns this: "A petition must initially be supported by five Canadian citizens or residents of Canada. Add up to ten individuals who will receive your request. The first five to accept will become your supporters."

So a petition that is written cannot be stored. A Member who might sponsor it cannot be asked either, until 5 private individuals have been recruited and have confirmed by email.

4 things, by 6 October 2026.

1. Confirm in writing that a petition cannot be saved as a draft without 5 supporters entered
2. Name the Standing Order that imposes the requirement
3. Name the office that decided a draft may not be saved without it
4. State whether a request for sponsorship reaches a Member before the form is saved

Where that date passes without an answer, the question goes to the Clerk of the House of Commons. This exchange goes into the public register at https://dzyuban.com/registry .

Respectfully,

The answer ·

Hello,

Thank you for your email.

When creating an electronic petition, one of the initial steps is to identify at least five potential supporters, and up to ten. The petitioner must also complete the other required information for the petition in order to save the draft and proceed to the next stage of the process.

Once the petition has been submitted and at least five of the individuals identified as potential supporters have confirmed their support, the petition is forwarded to the Member of Parliament selected by the petitioner for authorization.

Accordingly, the request for authorization is not sent to the selected Member before the minimum of five supporters has confirmed their support.

The rules governing petitions are set out in Standing Order 36 of the Standing Orders of the House of Commons<https://www.ourcommons.ca/About/StandingOrders/Chap4-e.htm?#SO36>;. Additional information can also be found in House of Commons Procedure and Practice, Chapter 22<https://www.ourcommons.ca/procedure/procedure-and-practice-4/ch22-1-e.html?>;.

For more information about electronic petitions and the applicable requirements, you may consult the Electronic Petitions Guide<https://www.ourcommons.ca/petitions/en/Home/AboutContent?guide=PIElectronicGuide&>;.

The conditions relating to signatures for electronic petitions were established following the recommendations contained in the 33rd Report of the Standing Committee on Procedure and House Affairs<https://www.ourcommons.ca/documentviewer/en/41-2/PROC/report-33>;.

I hope this clarifies the process. Please let us know if you have any further questions.

Best,
