Proposed audit matter — how Housing Services verifies the service agreement conditions at transitional housing sites
Hello,
Danilo Dzyuban. This proposes a matter for the audit work of the Office: how Housing Services verifies that operators of transitional housing meet the conditions of the agreements the City funds them under.
The City owns 1754 St. Joseph Boulevard and funds the Catholic Centre for Immigrants to operate it. Section 2.1 f of the Ottawa Transitional Housing Program Standards makes compliance with the Ontario Human Rights Code a condition. Section 6 n requires the complaints policy to be posted in a common area. Section 5.1 j requires that residents be given the contact of the City's Program Coordinator. Section 12.2.2 c requires an operations log of daily incidents.
The City's coordinator conducted the annual review of this site on 13 August 2026. The complaints policy was not posted. The City put that in writing on 18 September 2026, after a resident complaint, and the policy went up on 17 September 2026. The annual review of 13 August is still in draft. The coordinator's contact was never given to me in 3 months of residence. When the operations log entry for 10 August 2026 was requested, the operator produced a computer lab sign-in log instead, and the City recorded the request as addressed.
An annual review that misses a posting requirement on the day it is carried out does not verify the conditions the funding depends on. How many other sites carry the same gap is a question for the Office.
I am not asking the Office to investigate my complaint. The City holds it and closes it on 2 October 2026. I am asking for the oversight process to be examined.
Respectfully,
Danilo Dzyuban
