Access to Information request with fee waiver — Performance Information Profiles and measured results

Hello,

This is a request under the Access to Information Act, together with a request for a waiver of the application fee under subsection 11(2).

The records requested concern performance measurement of the Department programmes, as required by the Treasury Board Policy on Results.

DESCRIPTION OF RECORDS REQUESTED

1. The Performance Information Profile for every programme in the Department Programme Inventory, in force at any time from 1 April 2022 to the date of this request, including the Federal 2SLGBTQI+ Action Plan and every programme funded under it.

2. For each Performance Information Profile identified in item 1, the performance indicators, the target set for each indicator, the date set for achieving each target, and the measured result reported against each indicator for each fiscal year.

3. Where no Performance Information Profile exists for a programme in the Programme Inventory, every record explaining the absence and every record of approval to proceed without one.

4. Total expenditure under the Federal 2SLGBTQI+ Action Plan by fiscal year from 2022-2023 to the date of this request, broken down by recipient organisation, amount, and stated purpose.

5. Every evaluation, audit, or third-party assessment of the programmes identified in item 1, including any finding that outcomes were not measured or could not be measured.

6. Every record setting out the outcome the Department attributes to the expenditures identified in item 4, expressed as a measured change in a named indicator.

7. All correspondence with the Treasury Board Secretariat concerning compliance with the Policy on Results in respect of the programmes identified in item 1, including any record of non-compliance.

FEE WAIVER

A waiver of the application fee is requested under subsection 11(2) of the Access to Information Act, which empowers the head of a government institution to waive or refund the fee.

The requester is an applicant for social assistance. The Social Benefits Tribunal issued an interim assistance order on 21 August 2026 in file 2608-06747 directing payment from 1 August 2026. The Director has not complied with that order and no payment has been made. The requester is without means to pay the fee.

The records concern compliance with a mandatory Treasury Board policy governing the expenditure of public funds.

A decision on this waiver request is required in writing. A refusal will be referred to the Office of the Information Commissioner of Canada as a barrier to access.

Electronic copies are requested.
