Request under the Access to Information Act — the emergency management plan required by section 6 of the Emergency Management Act
Hello,
This is a request under the Access to Information Act.
I am a person present in Canada and entitled to make this request under subsection 4(1) of the Act as extended by the Access to Information Act Extension Order, No. 1.
Period covered: 1 January 2020 to the date this request is processed.
Section 6(1)(a) of the Emergency Management Act requires each minister accountable to Parliament for a government institution to identify the risks within or related to their area of responsibility and to prepare emergency management plans in respect of those risks. Section 6(2)(d) requires that such a plan include, in the case of war or other armed conflict, measures that mitigate the effects of foreign armed conflict on Canada.
I request the following records.
1. Any emergency management plan prepared under section 6(1)(a) of the Emergency Management Act in respect of nuclear attack on Canada
2. Any emergency management plan prepared under that section in respect of war or other armed conflict affecting Canada
3. Any list, register or inventory of the risks the Minister has identified under section 6(1). This item covers risks within the area of the Department and risks related to it
4. Any record of a test, exercise or training activity conducted under section 6(1)(c) about a plan described in item 1 or item 2
5. Any record concerning whether nuclear attack on Canada has been identified as a risk under section 6(1) and, if it has not, any record explaining why
Please exclude media monitoring and news clippings.
If no records responsive to any numbered item exist, I request that your response state that expressly, item by item.
I request a waiver of the application fee under subsection 11(6) of the Act. I receive social assistance under the Ontario Works Act and have no discretionary income. If the waiver is refused, tell me how to pay and I will pay the fee. If it is refused, I request the reasons in writing together with the criteria applied.
I prefer to receive records electronically.
Respectfully,
Danilo Dzyuban
